What is the Mental Health Services Act?
The passage of Prop 63 in Nov. 2004 created the Mental Health Services Act. The purpose of the Mental Health Services Act is to expand and improve mental health services and transform the mental health system. We welcome all residents of Santa Cruz County to participate in the planning process. Planning will involve getting feedback from individuals, consumers of mental health services (and their family members), and those who provide services to them. Our goal is to develop a plan based on the needs of the community and the treatment methods known to be the most effective to achieve the best results. Reports and updates about this process will be posted on this web page.

The Process
The planning process, to expand mental health services, will occur between February and April 2005 through a series of informational meetings and surveys. The plan will be finalized and sent to the Board of Supervisors for approval and then sent to the State Department of Mental Health for further approval and funding. The process will result in a 3 year plan which will be updated annually.

Committees
Committees will be formed to develop recommendations to address the needs of specific groups of individuals and programs. The following committees have been formed: Mental Health Services, Housing & Supports, Employment Services, Older Adults, Transition Age, Dual Diagnosis, Homeless, Criminal Justice, South County, Prevention & Early Intervention, Innovative Programs. Children’s Committees include Child Welfare/Social Services, Juvenile Probation, Education, and Community "Gate."

On-Line Surveys

Welcome to the County of Santa Cruz Mental Health Services Act (Prop 63) planning surveys!
The purpose of these surveys is to give us an overall picture, from many points of view, of the mental health and substance abuse services in Santa Cruz County. It will give us information regarding the services provided through County operated and community-based programs. 

We would like to get as much feedback as possible from those who receive mental health services, their families, providers of mental health services, community stakeholders & residents of Santa Cruz County. There are surveys available that will provide us with information about both the adult and children's systems. These surveys are all  voluntary and confidential. Neither the County nor the survey vendor used will release any survey data. You will not be asked any information that will personally identify you nor will we be looking at any individual's responses. The information will be combined and those summaries will be used to get feedback for planning mental health services.

Thank you for taking the time to help us assess the services we provide, how we can improve, and which services should be created or expanded to better serve the community. Based on your status as either a consumer, family member, provider, stakeholder or resident, please complete the appropriate survey below.

 The period to complete surveys is now over. Survey results will be posted soon.

Children's System of Care

The Children's Mental Health Department works with many agencies as partners in providing the best services to keep youth at home, out of trouble, and in school.

In the past several years there has been a greater partnership with community-based agencies to meet the needs of youth with mental health and substance abuse issues. We have been involved with a grant to improve the system of care of youth in our community and value the community's input to help make the system better.

Given our interest in continuing to improve the services provided to children, the survey asks you to rate which services are most important for our youth. The existing partnerships focus on providing services to at risk youth identified by schools, the juvenile probation department, the child welfare system and community-based agencies.

Adult System of Care

The Adult Mental Health Department works with many agencies as partners in providing the best services to keep adults out of the hospital, in stable housing and participating in those activities that promote recovery. 

Our goal is to provide the services found to be the most effective in fostering consumer’s recovery. They are based on "best practice models" which are services for people with mental illnesses that have demonstrated positive outcomes in research studies. They include Assertive Community Treatment (ACT) which provide intensive services via an interdisciplinary treatment team, housing and employment services, access to health care, consumer-run/peer services, symptom management and dual diagnosis treatment.

Given the loss of services in the adult system of care and known effectiveness of the ACT and other best practice models for recovery, the survey asks you to rate which services you would most like to see expanded to achieve the goal of assisting the greatest number of individuals in their recovery. The services include adding teams of clinician’s with small caseloads to provide case management & rehabilitation services, funds toward housing and housing support, additional employment specialists and programs, help accessing and coordinating healthcare, consumer-run and peer services, illness management and dual diagnosis treatment.

Community Stakeholders and Santa Cruz Residents

These surveys are intended for stakeholders (law enforcement, human resources agency, education, public health, mental Health Coalition, Santa Cruz Mental Health Board, Drug and Alcohol Commission, Central Coast Alliance, Medical Society and other interested persons and groups) or any resident who lives within Santa Cruz County.
