What is the Comprehensive Perinatal Services Program (CPSP)?

CPSP is a statewide program that provides enhanced reimbursement for a wide range of services to Medi-Cal eligible pregnant and postpartum women.

CPSP was developed from OB Access, a successful perinatal demonstration project for low-income women that was conducted from 1979 to 1982 in 13 California counties. Comprehensive services were shown to reduce the low birthweight rate by one-third and to save approximately $2 in short-term NICU costs for every $1 spent. Because of these positive results, a statewide program to deliver these services was legislated in 1984.

What services are provided under CPSP?

Assessments, reassessments, treatment, interventions and referrals are provided in the areas of:

  • Obstetrics
  • Nutrition
  • Health education
  • Psychosocial services

They also provide Case coordination, Perinatal and parenting education and Vitamin/mineral supplements

Who can bill for CPSP services? 

Only State-approved providers can bill for CPSP services.

Who can be a CPSP provider?

A CPSP-approved provider must be one of the following:

  • Physician (OB/gyn, family or general practice, pediatrician)
  • Medical group (which includes one of the above)
  • Certified Nurse Midwife, Family or Pediatric Nurse Practitioner
  • Preferred Provider Organization (PPO)
  • Hospital, Community or County clinic

In order to bill for CPSP services, the provider must:

  • Have a current Medi-Cal provider number
  • Be certified as a CPSP provider by CA Department of Health Services

Who can deliver CPSP services?

  • Physician (as listed above), Physician Assistant
  • Certified Nurse Midwife, Family or Pediatric Nurse Practitioner, RN, LVN
  • Registered Dieticians
  • Social Workers, Psychologists, MFCC
  • Health Educators
  • Comprehensive Perinatal Health Workers
