The Genetic
Engineering (GE) Subcommittee was formed in August 2005 as result of
concerned citizens and local farmers who approached the County Board of
Supervisors asking them to take action. The Board of Supervisors
recognized the need to be better informed about genetic engineering and
requested that a subcommittee be created for the purpose of educating and making recommendations about the potential
of GE crops grown within Santa Cruz County. By
December 2005 the GE subcommittee will report back to the Public Health
Commission and the County Board of Supervisors with a status report of
their progress and any recommendations they may have developed for the

Goal:
By December 2005 the GMO subcommittee of the Public Health Commission will
report back to the Public Health Commission and the County Board of
Supervisors with a status report of their progress and any recommendations
they may have developed for the County.
Record shows
that the goal is as stated, however, it is staff’s feeling that the
overreaching goal is to educate the Board of Supervisors, Public Health
Commission, GE subcommittee, Staff, and the community at large on
Genetically Modified Organisms and Genetically Engineered Crops.
Preliminary

Research
the legality and appropriateness of a potential interim moratorium regarding
GMOs. Report back to the
board as soon as this task is complete.

Organize
GE Subcommittee, set meeting schedule, meeting space,
agendas, meeting format, etc.

Develop Definitions

What
is occurring now and what is the potential for GM crops and crop
applications in United States, California, and Santa Cruz County?

What kinds of GM research is being conducted in the county that has
the potential to contaminate nearby crops and neighborhoods?

Are there field trials of pharmaceutical crops being conducted in
open fields in the county, and if so, how can the County ensure proper
protection of public health and the food supply from contamination that may
result from such trials?

What types of tracking mechanisms are in place for monitoring
research of GM crops and their discards?

What type of notification procedures exist to inform nearby residents
and farmers of the intent to plant a GM commercial or “test” crop?

Analysis of existing regulations – County, State, Federal

What types of liability provisions exist to protect farmers, both
conventional and organic, if their crops become contaminated with GM
organisms?

What types of legal remedies are available to protect farmers from
lawsuits resulting from unwanted contamination of their crops and subsequent
claims of patent infringement?
